You are right. The flow rate of the sink is V=A*SQRT(2gh), where h is the water level, A is the cross-section area of the sink. The average sink flow rate is 2A/3SQRT(2gH). H is the height of the tub. If we set the tub volume is 1, then the 2A/3SQRT(2gH)=3/40/60. Although we can not treat V as a constant, we can roughly assume that during the process of filling, the sink flow in a constant average flow rate.
