The instinct: the answer is 1 and 4, ratio of circumferences determines; But the problem is from you, there must be a "trap" or something in there. Now imaging unwrap the fixed circle and make the circumference flat, the answer is 1 and 4. But the big circle's circumference wraps around for one time, so the circling one must do one more round. As a matter of fact, you can generalize the case, if the diameters ratio of outer circle to inner circle is N (integer, or fraction for fun?!) then the number of round that outer circle travelled is

N + 1.
